Does Deregulation Raise Residential Electric Rates?

JBS Energy reports on a cross-sectional analysis of residential rates in the continental United States.  The analysis finds that deregulated states have residential rates that are 1.3 to 1.5 cents/kWh higher than states remaining under regulation – after controlling for regional differences in costs and differences in average kWh sales that affect rates.
